Maybe you can record them and have your landlord/bylaw officer listen to it. You guys already don't get along so why put up with that crap? If that doesn't help, I'd get some rat poison and rap it up in some meat and through it around your garden. That'll show them to have some respect!

thanks, i tried recording it and it didn't come out well
although people who have heard it agree that its too loud.
The officer would need to be able to hear it for himself.
i also don't have alot of energy for a legal dispute
that could be damaging to me
unless i really have to
