Aww, hell, Bob, you don't need an agreement that allows Brits to claim Social Security in America or 'Merkins to claim benefits in England to hang a conspiracy theory together. The very notion of any Social Security at all is enough to get the militias fondling their (Austrian) handguns and (Swiss) assault rifles, with thousand-yard stares in their eyes.
