have a drive to get the disabled back to work to save money

they discover afresh that it costs more to get them back to work
than it does to pay their benefits
so it then closes down the opportunities and gives up on them
taking away useful workshops and study schemes

I've seen fellows harassed mercilessly
because they have started some voluntary work
or are paying a part of their benefits
