Actually I haven't a clue what this cartoon is conveying.
The guy on the left has his head sewn back onto a body, which reminds me of Mary Shelley Wolstonecroft's Frankenstein novel.
The man on the right represents the living dead hand of pseudo democracy.
Both are ghouls dug up from the graveyards of the dead.
