Hey, thousands, or perhaps 10s of thousands of Western expats live in the UAE and have a great time, self included for half the year. Thousands more go there for holidays and have a great time. This implies that the authorities there do not need to change very much, if anything in order to attract such people. If the laws of the UAE put off that miniscule percentage of Westerners who believe that no holiday is complete unless you shag on a beach and abuse the police, I doubt if anyone in the UAE, Emirati or ex-pat, will very much care.
