    This is "fire at will" via the front door. Offer a valueless amount of shares to single employees, offer a tax free sale on a valueless amount, no risk to the Treasury.pretty much no risk to the employer, non-policy, except to the desperate for a job. Gobshite scheme, is what the tories are best at. Fucking clueless!
